I agree with Bruce. Was there a staircase lined up with the deflector wheel of the unit? Appears to be directional to protect the egress path.

I thought it looked like a door bell too..... ? But then again it kinda looks like some kind of home made heating register ? Was it in a bathroom ?

That is most assuredly a multi faceted direct bloom deflector which serves to disuade alien entry (from either direction), the canister that you see in the photo releases a gas contaminant that repels alien intrusion when activated by the wing-like baffels. These units are not commonly used any longer. I would suggest removing or replacing it with a more modern one available online from Granger. It's either that or a high falutin door bell as suggested by the other two guys above.
