I suspect the "frosting" was an "amateur baker" named Harry. The home was 1980, and the basement finish looked fairly recent. Maybe Harry's brother?

Twas an REO with no HI. The appraiser noticed and reported upon the "frosting". The bank called for a foundation inspection to determine if it was a structural concern, or just cosmetic.

I couldn't help but snap a picture of the staircase.
