It would be hard as we already highlight completed sections. Are you referring to items or entries sections?

It doesn't highlight completed sections, but sections you have been to. Or did something change?

That's kind of the same thing. If you have ratings then you have to have checked a box under every item before the section will gray. If you don't use ratings there's no way to determine if there should be a selected comment or not, so visiting it grays it. You can enable ratings and make up your own like Complete/Review Later, etc so that you must check the box, then just turn them off on the desktop before generating.
