Yeah, I know. Some get carried away with some of these inspections.
That little landing and stair might not be built by the letter of the code at time of construction, but it is not posing any safety threat to the occupants. Not what you see and move on, we are not code enforcement for the area.
Unless it is showing a direct safety exposure to the occupants, note it as such you see it.
